The belt drive motor burnt up and could maybe be rebuilt or replaced and the table is binding on the up and down adjustment.
There are some videos online that detail this operation. The main motor and everything else is in good shape. If you can fix it its been a great sander for me for years. It also comes on the mobile stand and I have some paper for it.
