Snap question and home ownership and section 8 (Ithaca)

Do you own your own home pay a mortgage and on the section 8 home ownership program?
Does snap count your section 8 as unearned income . snap never has before but now are counting it as unearned income which has lowered our snap amount drastically . I know there is a shutdown right now I am not talking about that this happened before that in Sept during recert and my snap worker is unwilling to work with me on this even though state and OTDA regulations say snap can not do this. And have not still cleared this matter up. I am over 65 get 1000 a month social security I am basically only eating one meal a day and had to stop paying my car payment (not a new car 11 years old) and probably shortly will lose it.Just to eat and pay utilities. By snap doing this I will not be able to get heap since my mortgage is 1200 a month and it's payment is being counted as unearned to help over the winter.my utilities in the winter are unmanageable heap stabilize this enough that I can pay the rest throughout the year. I live on a very very thin budget. this snafu at snap has created a real life issue So I posted this here just wondering if anyone else senior or otherwise paying a mortgage and on snap and and section 8 has had this problem and how you delt with it
