Have been told that it was part of a turnstyle entryway where patrons would enter and exit. With each patron, the counter would register the coming or going. There’s a reset handle on the bottom.
10.5 inches wide, 10 inches top to bottom (including reset handle), and 7.25 inches deep.
Constructed of heavy metal parts to prevent tampering. It must weigh about 20 pounds.
